In approaching a partnership between the public and private sectors, it is the responsibility of the private company to listen carefully to the needs of the public sector. For Costa Pacific, understanding those needs allows the two parties to collaborate as partners and work toward building a community that truly creates value for its residents, commercial tenants and visitors to the community.

Costa Pacific works closely with local and regional government organizations. When creating the Orenco Station community, Costa Pacific partnered with the City of Hillsboro to create new enabling code and is currently working in partnership with the City of Wilsonville to write new code language and arrange public financing mechanisms for the necessary infrastructure for Villebois.
